From Innsbruck train station (also known as Innsbruck Hbf), you need to catch a train to Landeck. Several lines go to Landeck including REX 1, RBX 660, RBX 860, RBX 166, and so on. This part of the journey will take 55 minutes, not including wait time.

Finally, bus 260 will take you from Landeck to Ischgl in 51 minutes. Bus 260 runs every half an hour from 06:55 to 19:10 every day. From the bus station, you can walk, take another bus, or get a taxi to your final destination.
