The official taxi service at Fortaleza Airport provides a consistent flow of taxis to the taxi rank outside of Arrivals. There is only one terminal building at FOR Airport, so you can’t miss the taxi queue regardless of the exit you take. However, the easiest way to find them is to leave the Arrivals Hall from Door 4.
Note that Ubers are not allowed to use the Fortaleza Airport taxi stand. Instead, you’ll find the pickup point outside of Door 6 of the Arrivals Hall.
