There are two pricing schemes for taxis in Lisbon. The first is Tariff 1, running weekdays from 0:600 – 21:00. Tariff 1’s base fare is €3.25, and the price per km is €0.47. Tariff 2 pricing is for weekdays between 21:00 – 0:600 and all weekends and holidays. It’s then that the base fare becomes 3.90 and the price per km is €0.56. It’s not a significant difference, but certainly can add up if your destination is far from the port.
With moderate traffic, a trip from the port to the city center will cost approximately €10–€12 in Tariff 1 pricing and €12–€15 in Tariff 2 pricing.
Note: it is very unlikely that you will find a van cab or shuttle waiting at the Port of Lisbon.
