You can take the 58 for a drive closer to the seaside. The 58 will curve to the right and turn into Wakasanaka-Dori, which will take you more inland, towards the city centre. Your other option is to take the 332 from the airport. The 332 will continue into the 331. That then turns into the 58, which will take you to the city centre. Your directions may vary depending on exactly where you are headed downtown.
